- [Italiano]: Il Terzo Rapporto evidenzia un marcato trend in diminuzione del fenomeno criminale, che certo impone una riflessione non solo sui motivi che stanno dietro questa flessione ma anche sulle misure di contrasto più efficaci, che probabilmente dovranno essere più selettive. In questo quadro, però, preoccupa la situazione di Napoli e della Campania dove si registrano crimini consumati da minori che, sebbene non quantitativamente elevati, si caratterizzano per la loro estrema violenza. Così come è degna di attenzione una struttura duale del mercato criminale su base territoriale, con una presenza quasi esclusiva di criminalità autoctona nel Mezzogiorno e una criminalità mista al Nord. Questo rapporto, poi, analizza nel dettaglio, dopo le estorsioni e l’usura trattate nelle precedenti edizioni, il tema della corruzione, scelto come reato da analizzare in profondità perché è con la corruzione che si esercita il potere. Anche per questo i mafiosi oggi più di ieri ricorrono allo strumento della corruzione, perché attraverso essa condizionano gli assetti istituzionali, i governi locali dei territori, svolgono attività di mediazione e di protezione, regolano i mercati e i servizi. In altre parole, l’analisi di questo reato e l’individuazione delle forze trainanti di questo fenomeno possono rappresentare una ulteriore occasione di riflessione sul probabile cambiamento di importanza gerarchica dei mercati criminali che può essere alla base delle mutazioni del fenomeno criminale che noi oggi osserviamo a livello aggregato ./[English]: This Third Report highlights a marked downward trend in the criminal phenomenon, which certainly requires a deeper analysis on the reasons behind this decline as well as on the most effective counter measures, which will probably have to be more selective. In this context, however, the situation in Naples and Campania is worrying, where crimes committed by minors are recorded which, although not quantitatively high, are characterised by their extreme violence. Furthermore, a dual structure of the criminal market is emerging on a territorial basis and it is worthy of attention, with an almost exclusive presence of indigenous crime in the South and mixed crime in the North. This report then analyzes in detail the issue of corruption, chosen as a crime to be analysed in depth because it is through corruption that power is exercised. This also explains why the mafia today more than ever resort to the instrument of corruption, because through it they condition the institutional structures, the local governments of the territories, carry out mediation and protection activities, regulate markets and services. In other words, the analysis of this crime and the identification of the driving forces behind this phenomenon can represent a further opportunity for reflection on the likely change in the hierarchical importance of criminal markets that may be at the basis of the mutations in the criminal phenomenon that we today observe at the aggregate level
