- La tesi affronta il tema della protezione e del restauro dei monumenti nel periodo della seconda guerra mondiale e nell’immediato dopoguerra, concentrandosi sulle città romagnole di competenza della Soprintendenza ai Monumenti: Rimini, Cesena, Forlì, Faenza e Ravenna. Partendo dall’evoluzione del ruolo dei beni culturali in tempo di guerra, lo studio affronta l’analisi del contributo degli organi di tutela italiani e delle forze armate attive sul campo, considerando l’apporto tedesco (Kunstschutz) e alleato (Monuments Fine Arts & Archive Subcommission) per la protezione del patrimonio di queste città. La tesi descrive poi il danno subito da150 monumenti, quadro dal quale emerge la reale efficacia di queste misure e si delineano le premesse per la successiva azione di ricostruzione del patrimonio monumentale. Presi a riferimento i principali testi teoretici e il peculiare contesto legislativo del dopoguerra, la seconda parte della tesi cerca infatti di indagare in maniera dettagliata il rapporto tra teoria e prassi. Per farlo sono presi in considerazioni numerosi interventi di restauro, analizzati dal punto di vista delle tecniche e delle idee sottese. Quello che emerge è l’organizzazione del processo di ricostruzione, una disanima sulle tecniche impiegate e il singolo contributo degli attori coinvolti, cioè la Soprintendenza, il Genio Civile e i professionisti. Da questi temi è infine possibile desumere l’influenza del dibattito teorico e del peculiare contesto locale analizzato, nell’orientare l’azione di restauro dei monumenti che sperimentarono la tragicità della guerra.
- The thesis faces the protection and restoration of the monuments during the World War II, focusing on the main cities in Romagna region entrusted to the jurisdiction of the Monumental Superintendency: Ravenna, Faenza, Rimini, Forlì and Cesena. Starting from the evolution of the role of the cultural properties in the warfare strategies, the study analyzes the contribution of the Italian Institutions and of the Armed forces in the field, considering the provision for the heritage safeguard given by the German Kunstschutz and the Allied Monuments, Fine Arts & Archives Subcommission in these cities. Then, the thesis describes the damages occurred to 150 monuments, an overall picture from whom it is possible to understand the real effectiveness of these measure and the material premises for the following process of rebirth. Taken the most important theoretical texts and the post-war legislative context as reference, the second part of the thesis try to investigate the theory and practice ratio in a detailed way. In order to do that, it takes into consideration several monumental restoration works, analyzing them according to the both techniques and underlying ideas points of view. Therefore the study has allowed to identify the peculiar aspects of the different phases of the reconstruction process; it has revealed the materials and the techniques employed and it has put into light the different involved stakeholders’ contribution, as to say the Superintendency, the Public Works Office and the professionals. From these themes it has been possible to desume the influence of the theoretical debate and of the peculiar local contexts, in guiding the restoration of the monuments that experienced the tragic nature of the World War II.
